Can you please send me the package of OpenAl 1.1 for Dev C++.

Creative's SDK should work with Dev-C++:
http://connect.creativelabs.com/openal/Downloads/OpenAL11CoreSDK.zip

as should OpenAL Soft's binary distribution:
http://kcat.strangesoft.net/openal-soft-1.13-bin.zip

Just make sure to either copy the headers and libs to where Dev-C++ can find
them, or configure Dev-C++ to look for them where they get installed.
